Customer Background Information: Space Domain Awareness & Combat
Power is the Space Systems Command Program Executive Office (PEO)
focused on delivering cyber, ground- and space-based systems that
rapidly detect, warn, characterize, attribute, and predict threats
to national, allied, and commercial space systems, while also
providing National Security deterrence capabilities countering
those identified threats to prevail in a space conflict.SSC/SZ-BC
provides highly classified Space Domain Awareness (SDA) systems,
Defensive and Offensive Space Control (DSC/OSC) capabilities, and
space test range assets to meet current and projected Department of
Defense (DoD) operational requirements.The effort will support the
development, advancement, and sustainment of weapon systems for
Space Systems Command (SSC) Space Domain Awareness and Combat Power
(SDACP) (SSC/SZ), Battle Management, Command, Control, and
Communications (BMC3) (SSC/BC), and their mission partners.Minimum
Knowledge and Experience:
- Contracting Experience with FAR 8.4, 12, 13, 15 and 16.505
- Knowledge of negotiation techniques and skill in devising
negotiation strategies to recommend to the Government Contracting
Officer in resolving problems such as reducing cost, adjusting
delivery schedules, and negotiating in sole source
environments
- Knowledge and skill in applying analytical and evaluative
techniques to new acquisition requirements to support innovative,
effective and efficient acquisition strategy development and
implementation support.Description of work:
- Assist the Government to execute source selections subject to
FAR 9.505-4. Source selection assistance activities shall include,
but are not limited to, coordinating functional meeting requests,
developing source selection documentation (e.g. source selection
plan, acquisition strategy, non-disclosure agreements, etc.), and
reviewing and drafting proposal evaluations, to the extent that
such activities are not inherently governmental.
- Provide contract and subcontract management support. Assist
Government Contracting Officers and contract specialists in
executing various contracting actions, to include advising on
requests for proposals, technical evaluations, contract
negotiation, contract administration, and contract execution to the
extent that such activities are not inherently governmental.
- Advise and assist on management of existing Indefinite Delivery
Indefinite Quantity contracts and with development and execution of
acquisition strategies for any such follow-on efforts.Educational
Requirements: MA/MSExperience Requirements:
- Over 10 years of relative experience.
- Experience with the MS Office Suite of Tools including MS
Project.
- Must have TS/SCI and have current SCI access.Position is
contingent on BryceTech winning a prime bid on the USSF SSC
HEMISPHERE contract and subsequent TOs.BryceTech offers a full
